Simon Upton, Parliamentary Commissioner for the Environment

In this lecture, Mr Upton discussed his recently released report A Zero Carbon Act for New Zealand. In the report, the Commissioner gave detailed advice to Parliament on plans for a UK-style Zero Carbon Act and independent Climate Commission – a system advocated by his predecessor, Dr Jan Wright. The Commissioner made nine recommendations on what he sees as some of the more critical elements in the formation of the legislation and the ensuing Climate Commission.
