The scholarship shall be awarded by the University Council on the recommendation of the Academic Board, after receiving a nomination and report from the Chairperson of the Department of Economics.

An award shall not be made if there is no student deemed worthy of the Scholarship.

The holding of another scholarship shall not debar a student from holding this Scholarship, but the scholar may not be in receipt of any salary from an employer, except with the approval of the Academic Board. (Note: the type of employment for which approval is most likely to be given is part-time tutoring at the University).

A recipient may hold the scholarship only once.
