Elizabeth studies policy and governance, drawing on complex adaptive systems theory to create better approaches to policy development and implementation.

Her recent research has employed complexity concepts across areas as diverse as the implication of digital technologies for future public services provision, effective water governance, curriculum and schooling policies for a digital world, and governance of performance in an increasingly complex and interdependent public sector.
