Toby joined the IGPS as a research fellow in April 2016. He holds a Master’s degree in Global Politics from the London School of Economics and Political Science, and Bachelor’s degrees in both Law and Politics from Otago University.
Prior to joining the IGPS, Toby worked as a Senior Researcher at the UK think tank Policy Connect, and was lead writer on the UK Manufacturing Commission’s 2015 report on industrial sustainability. He has also practiced law in Gisborne and Christchurch.
His research interests include international political economy, innovation policy and public management.
