Before joining Victoria University in 1997, he had held various teaching and research positions at USC, Los Angeles; the East-West Center, Honolulu; the United Nations University, Tokyo; the Woodrow Wilson Center for International Scholars, Washington DC; the Center for International Studies/Pacific Council on International Policy, Los Angeles; University of Tampere, Finland; University of Trondheim, Norway; and University of Pittsburgh.

This key interest has led to his research and publications on such topics as the institutional dynamics of China's grand transformation, the institutional competitiveness of East Asian development; cultural and institutional dynamics of modern political change; and ontological and epistemological issues in the study of international relations.

Professor Huang is Director of the New Zealand Contemporary China Research Centre. He is an Honorary Research Professor of the University of International Business and Economics in Beijing; an Honorary Research Professor of China University of Political Science and Law (Beijing); a Senior Research Fellow of the Research Institute of Economic Thoughts and Economic History of Fudan University (Shanghai); and a Member of the International Advisory Board of Fudan University Contemporary China Research Centre (Shanghai).
