The Organisation of the Cape Roberts Project

Summary:

The project was led by an International Steering Committee with representatives from each of the participating countries. Science participation by each country was roughly in proportion to resources provided for logistics, and was funded separately by each country through their normal procedures. Cost of the scientific work was approximately $US4 million.

Antarctic field operations were resourced through an Operations Management Group, also with national representation. The total cost was around $US6 million. Field operations have been managed by Antarctica New Zealand.


A management system for the project was established by a Record of Understanding agreed in Washington DC in September 1993. The project was run by two committees:

International Steering Committee

The ISC was responsible for the scientific programme and for scientific and science support participation in the project both on the ice and in the home countries. It comprised a scientist from each of the participating countries.

In addition, ISC representatives represented their country’s interest in the project, and coordinated Cape Roberts scientific personnel and activity within their country. Convenership of ISC changed each year. Science funding was the responsibility of each national programme. The project chief scientist, Peter Barrett, the science support manager, Alex Pyne, and the project manager, Jim Cowie, were normally in attendance at meetings, but were not members of the committee.

Operations Management Group

The OMG comprised representatives of each of the national programmes who were able to commit and deliver resources required by the project. The OMG was convened by Gillian Wratt, former CEO, Antarctica New Zealand. Antarctica New Zealand also acted as operator for the project.

The OMG negotiated all resourcing issues. Logistic support (including the funding of the drilling) was resourced by a mix of funds and resources from national programmes in the following proportions: Italy (26%) New Zealand (26%) United States of America (26%) Germany (10%) Australia (5%) and Britain (5%). The Netherlands joined the project in 1998 under a special arrangement.
