Evaluation of Te Poutama Arahi Rangatahi

Te Poutama Rangatahi Arahi (TPAR) is a national residential program for adolescent male sex offenders aged between 12 and 17 years. It is based in Christchurch, has a capacity of 12 beds, with individual programmes lasting between 18 months and 2 years. The aim of the residential facility is to cater for those youth who are unable to be treated by the three main community-based providers, STOP in Wellington and Christchurch and SAFE in Auckland. 

Although the residence is owned by the Department of Child, Youth and Family Services (CYF), it is run by Barnardo’s, under contract to CYF. TPAR began operation in 1999.

Child, Youth and Family contracted the Crime and Justice Research Centre to undertake both a process and impact evaluation of the programme over a period of five years. The final evaluation report was published by Child, Youth and Family in 2007.
