Intervention Logic

Overview:

Intervention logic is a tool for critically and realistically examining “what if” claims about public policies both small and large. This course covers the many uses of this “Swiss-army-knife” tool in the context of evidence-based policy and managing for outcomes. Real examples ensure that participants gain usable skills and a realistic understanding of the value of the tool.

This course is suitable for public sector analysts, advisers and managers seeking a complete introduction to IVL, which is widely used to assist government departments and agencies at all levels to manage for outcomes.

Learning objectives:

  • Set up an outcomes ‘backbone’ and fine-tune a management matrix for those outcomes
  • Focus an IVL exercise for specific tasks, including policy analysis, risk assessment and management, and communication
  • Better query policy assumptions
  • Contribute to outcomes-focused analysis, in the context of managing for outcomes
  • Appreciate the limitations of IVL.

Course format:

The basic components of IVL are introduced using a variety of examples. Participants work in small groups on examples from their workplace or of general interest. Instructional and group work are both focused on learning through practical considerations of the strengths and weaknesses of the tool for different purposes.

Presenter:

Amanda Wolf is a Senior Lecturer in the School of Government. Her current research interests include methodologies for policy research and interdisciplinary research and teaching. She teaches policy analysis in the Master of Public Policy programme and directs the PhD programme.
